From now on, the scrollbars will always be visible even if you’re not engaged with a window. Head to Settings > Ease of Access > Display and scroll down to the “Simplify and personalize Windows” section and turn off the “Automatically hide scroll bars in Windows” switch.
The cool thing is you can make the scrollbars always visible. And if you’re new to Windows 10, and used to a certain rhythm with your workflow, you might not be a fan. When you move the mouse to the edge of a Window, there is a slight hesitation while the scrollbar appears. It’s an example of Conscious Controls that only appear when needed. In updated versions of Windows 10, scrollbars are set to automatically hide when you’re not active with an open window.
